Reporters Sans Frontières (RSF)

ACTIVITIES

Reporters Sans Frontières (RSF) is a France-based international non-profit, non-governmental organization that promotes and defends the freedom of information worldwide.

 

RSF has made available safety resources for journalists:

- Preliminary training and information: The “Practical Guide for Journalists” developed by Reporters Without Borders in partnership with UNESCO, and the practical training sessions offered by the French Ministry of Defence, are tools that are helping
to limit the risks incurred by journalists assigned to cover dangerous areas. +Guidelines for Exiled journalists

- Bullet-proof vests and helmets on loan: Reporters Without Borders lends these items (marked “PRESS”) without charge at our Paris headquarters and the office in Stockholm, Sweden -> need to establish the same service in the US. Contact: assistance@rsf.org

- Insurance policies tailored to journalists’ needs: Working jointly with April International, the organization offers packages which enable journalists to gain access to policies that include war-risk coverage at discounted rates.

- A free “Press SOS” hotline for journalists in difficulty: American Express has partnered with Reporters Without Borders to provide journalists in need with emergency telephone assistance, available 7 days/week, 24 hours/day. --> Need to improve

- Psychological support: The organization informs journalists on how to detect “posttraumatic stress disorder” and maintains a list of professionals qualified to help them. 

 

- Financial assistance for local journalists and media in danger.

A. INSURANCE

 

ELIGIBILITY - Membership with Reporters Without Borders is mandatory to purchase insurance through the organization.

 

Solution 1: Single trip Essential Plan

 

(NOT AVAILABLE FOR ANY PERSON WHOSE COUNTRY OF RESIDENCE IS CANADA OR THE UNITED STATES)

 

- Normal package of € 1.90 or $2.55 US per day, you can benefit from an assistance and repatriation guarantee for medical emergencies. It is also possible to purchase a property and casualty coverage, including, in particular, the loss, theft or damage to baggage, flight cancellation and liability.

 

- Premium package of € 11 or $14 US applies for countries at highest risk: Libya, Iraq, Afghanistan, Israel, West Bank, Gaza, Democratic Republic of Congo (Ituri, North Kivu, South Kivu border areas of South Sudan and Uganda), Somalia, Yemen, Georgia and the following regions of the Russia: Chechnya, Dagestan, Ingushetia, North Ossetia.

 

Note: Syria and country of residence are excluded.

 

Solution 2: Multi-Trip Essential Plan

 

(NOT AVAILABLE FOR ANY PERSON WHOSE COUNTRY OF RESIDENCE IS CANADA OR THE UNITED STATES)

 

It is an interesting multi-trip plan for journalists who move several times a year abroad. The multi-trip Essential Plan provides a guarantee of repatriation and emergency medical care, as well as non-medical options such as protection for baggage, liability, accidental death and dismemberment insurance, and travel cancellation option.

 

- Travel for 30 consecutive days maximum (possible extension)

- Refer to the summary of benefits to know the details and the maximum amounts of reimbursement. Contact April International Canada to purchase or for rates.

 

Note: Worldwide coverage with the exception of Iraq, Afghanistan and Syria

 

Solution 3: Extended Plan

 

Compared to solution 1, this plan offers the following additional benefits:

 

- Coverage for pre-existing conditions (asthma, heart problems, ...) should complications related to said conditions arise during your mission

- Coverage of embedded missions in military or government units (land air and sea)

- Possibility of a benefit in the event of an accidental death or dismemberment during a work assignment

- All destinations are covered

- All extreme reporting requirements are eligible (see conditions in the insurance police)

The cost of the Extended Plan varies depending on destination and length of stay. It could go up to US $16/day.

- This insurance is available to journalists of any nationality traveling outside their home country.

B. LOAN OF BULLETPROOF JACKETS, HELMETS AND BEACONS

 

- RSF lend journalists bulletproof jackets and helmets for free. The category IV jackets, donated by the French defence ministry have “Press” marked on the front and back, come in three sizes and weigh about 15 kg. A €2000 deposit is required and the loan is for a maximum one month.

- The moulded helmets are khaki and weigh around 1.5 kg. They are lent on the same conditions as the jackets but only carry a €500 deposit.

- Two small and light GPS personal distress beacons can also be borrowed. They are made by the firm Sierra Echo and the carrier can be found at once anywhere in the world. More and more journalists are using them when they go to areas that are dangerous or where sat-phones or GSM work poorly.

- A €900 deposit is required and journalists must say where exactly they are going, give their home address and that of someone to contact in an emergency.

- The Swedish section of RSF is also lending equipment from Stockholm. They own three EnGarde tactical vests for PRESS in sizes Medium, X-Large and XX-Large. The vests include soft armor panels, neck/shoulder protection, groin protection and two Level IV hard armor panels.
